When President Obama signed the Veterans Benefits revision Act 2010 on October 13, 2010, improvements and changes to Va benefits and policies became law. Veterans' matters that were affected by the new law include:

Employment, small business, education for vets
Vet housing and homelessness
Servicemembers Civil Relief Act
Vet Insurance
Vet burial and troops cemetery
Vet recompense and pension
Vet employment and reemployment rights
General benefits
Va curative factory projects and major curative factory leases

Beginning as a draft from Va Secretary Shinseki to House Speaker Pelosi, the bill underwent any revisions before it became law. The intent of the primary draft sent from Shinseki to Pelosi was to make improvements that would heighten the efficiency and fairness of any Va benefits for veterans and their families.


The bill contains any improvements to the Va Home Loan Guaranty Program. One turn is to the Va funding fee related with most Va mortgages. Before the change, if veterans were receiving disability compensation, they were exempt from paying the Va funding fee. The new law extends the funding fee exemption to troops members who received disability recompense in the past, but due to paid recall to active duty or reenlistment, no longer receive disability compensation. This revision to the Va funding fee is sufficient immediately.

An animated addition to the Specialty Adapted Housing (Sah) program for veterans was made potential by the new law. When vets are disabled during service or as a ensue of a service-connected injury, Sah is sometimes necessary. Things like wheel chair ramps, lifts, and specially adapted appliances and fixtures for wheel chair accessibility are common Sah improvements that can be made to a disabled vet's home. Starting October 1, 2011, new Sah technology study and amelioration grants of up to one million dollars per year will be awarded. The Sah study and amelioration grant program will cease September 30, 2016
Also included in the new law are improvements to the way in which overdue Va-guaranteed loans can be paid off. If Va loan modification still doesn't supply relief to a Va borrower in financial distress, then the Va can pay the remaining significant and interest to the mortgage holder. The Va borrower's debt would not be to the lender but to the Va.
